These two assessments are important to get better knowledge about projects, plans or programms. However both assessments differ in scope and methodology.
EIA - the Environmental Impact Assessment on Projects

SEA - the Strategic Environmental Assessment on Plans and Programms
The SEA developped out of the experience of EIA that some project's effects on environment are inherent. They can't be avoided on project level - one have to change the plan or programm. Therefore one percieved the use of an environmental assessment on the level of plans and programms. SEA was born.
